Kolej Lima Belas (K15) was established on a joint venture between PJS Development Sdn. Bhd (PJSD) and Universiti Putra Malaysia (UPM). The entire infrastructure of the College operate in Built Operate Transfer (B.O.T). Construction of the College began in December 1998 and completed in November 1999. The Agreement sealed for 25 years are generally binding on the management system and ownership of residential college between PJSD and UPM.
After 25 years, UPM reserves the right to the colleges. This residential college was first occupied in May 2000. Fifteenth College commenced operations on 1 June 2006. Although known as new College, the Fifteenth College have enough infrastructure in residential blocks. Consists of 6 blocks, the College has already created a name and trying to put themselves on par with other colleges have in the UPM.
The blocks are P3, P5, P6, L1 and L7 and the College is also quite lucky to have its citizens of various races and religion without different in laguange. Staff of the Kolej Lima Belas has a strength of about 1100 students consisting of various stages of study and courses. On 1 June 2006, the restructuring of the Management Kolej Dua Belas and Kolej Empat Belas are performed. Kolej Lima Belas and Kolej Enam Belas have been created. This restructuring made as a result of the University's desire to make the management of college students manage more effectively.
As a result of this restructuring, the colleges also known with the name of the Clump College because the blocks of students here is mixed and separated with the wing and the color of each block. Kolej Lima Belas have 5 blocks (coloured yellow) which houses a total of approximately 1500 students in one time. Block L1 and L7 (Male), P3, P5 and P6 (Female).
